Planning Services

For four decades, TBE’s staff has guided clients through the airport planning process, supporting projects that upgrade technology, improve sustainability, accommodate larger aircraft, and increase air traffic capacity.

Airport Planning Support:

Develop Airport Capital Improvement Program (ACIP) packages for our clients’ annual submittals

Coordinate with elected officials and agency stakeholders to support airport project funding initiatives

Prepare pre-applications and applications for federal and state funding assistance

Update airport layout plans and airport master plans

Prepare environmental assessments and documentation

Conduct runway extension justification studies

Assistance Securing Funds

TBE provides clients with a unique advantage: deep experience in grant administration and financial management, combined with close, longstanding relationships with federal, state, and local regulatory agencies.

We support all phases of the funding process, including grant request forms, reimbursement requests, and final grant closeout documentation, helping keep our clients’ airport projects funded and moving toward completion.

Grant Administration & Funding Support:

Develop and manage Capital Improvement Programs (CIP) and Transportation Improvement Programs (TIP)
Prepare exhibits for the Federal Aviation Administration, state Departments of Transportation (DOT), and aviation agencies
Coordinate required/requested client meetings with the FAA, state DOTs, and aviation agencies
Support development of funding request presentations for proposed airport projects
